Organizational History

In 1966, the Pennsylvania State Legislature passed the Mental Health/Mental Retardation Act which had as its major purpose “to make it possible for every person with a mental disability to receive the kind of treatment he needs, when and where he needs it”. As a result, a community meeting was held in July of 1968 and a plan was endorsed to create Chartiers Community Mental Health and Retardation Center. In May of the following year, the first official meeting of the Chartiers MH/MR Center was held and a permanent Board of Directors was elected. A series of task forces and committees were created that included community constituents whose purpose was to identify the services that would best benefit and meet the needs of the community’s citizens. Over the years, an array of services for the mentally ill and mentally retarded have been created and adapted as the needs of the community demands.
A search was undertaken to find suitable space for Chartiers Center. Part of the floor of a building at 437 Railroad St., Bridgeville was leased. Bridgeville was chosen for two reasons: 1) It is the geographical center of our catchment area. 2) Transportation is available to the Center from almost all parts of the region served.
In September 1970 staff was hired and the Base Service Unit was operational and ready for the delivery of services. In June 1972 Chartiers MH/MR Center expanded the facilities to include the entire 2nd floor of the Bridgeville office building. In April 1978 the Joint Commission on Accreditation of Hospital approved Chartiers MH/MR Center as a psychiatric facility.
Chartiers’ services have grown to include a wide range of programs and services locations to assist behavioral health consumers and families, and adults with intellectual and developmental disabilities. To best meet the consumer’s needs, the focus is on the integration of physical health and mental health wellness. Our comprehensive service continuum ranges from outpatient therapy to residential services, vocational training and psychosocial rehabilitation.

Current Programs and Activities

Chartiers operates 3 service lines: Recovery Treatment, Recovery Support and Intellectual and Developmental Disabilities. As part of the service portfolio, Chartiers offers an array of treatment programs designed to support behavioral health consumers in their recovery. The first visit to Chartiers is an information seeking session to specify the need for services and to make the appropriate referral.

Chartiers operates programs for adults with intellectual and developmental disabilities (IDD). Within each program, individualized plans are designed to meet the needs and interests of the individual as they work to attain their greatest level of independence.

Susan Coyle RN, MPH, Chief Executive Officer, Chartiers Center

Susan Coyle
Ms. Coyle joined the Chartiers Center team as the Chief Executive Officer in 2009 bringing with her many years of experience as a clinician and manager having held a Clinical Administrator position at Western Psychiatric Institute & Clinic of UPMC.  As CEO of Chartiers Center, Ms. Coyle has overseen the expansion of a HUD supported housing initiative through the creation of the Hestia, Atlas, and Vesta Programs, a permanent supported housing service.  As a psychiatric nurse holding a Master’s Degree in Public Health, Ms. Coyle has set as a priority the positioning of Chartiers Center to meet the spectrum of needs of residents of Southwest Pennsylvania through an integrated and holistic approach. This includes the integration of mental health care and physical health care, attention to addiction treatment needs and the provision of community-oriented services for individuals with an intellectual and developmental disability.  Ms. Coyle serves on the following: The Rehabilitation and Community Providers Association (Immediate Past Board Chair), the PCPA Workman’s Compensation Trust (Secretary), the Partners for Quality Human Rights Committee and Vice President of the Conference of Allegheny Providers.

Lindsay Bahl MBA, Chief Financial Officer and Chief Information Officer

Lindsay BahlMs. Bahl received her Master’s Degree in Business with a concentration in Accounting from the University of Phoenix. She began her career at Chartiers in 1999 as a part-time Billing/Registration Specialist and was promoted over the course of her career.  As Project Administrator/Financial Analyst, she implemented the organization’s Electronic Health Record (EHR).  Ms. Bahl resigned from Chartiers in May 2012 to become the Accounting and Quality Improvement Manager at PC Network Services, Inc.  She was Administrator of the internal quality management and ticketing system, managed the Accounting Department, and created a metrics database.  Ms. Bahl returned to Chartiers in September 2013 to become Chief Information and Compliance Officer where she was responsible for overseeing the EHR and Information Technology platform and was responsible for the agency compliance program. Currently, Ms. Bahl is Chief Financial and Information Officer. She continues to oversee the IT platform as well as manage all financial functions and operations for the organization.

 Rosi Albert MEd, LPC, Chief Clinical Officer

Rosi AlbertMs. Albert received her Master of Education in Rehabilitation Counseling degree from the University of Pittsburgh and is a Licensed Professional Counselor.  Ms. Albert is responsible for the oversight of clinical and program activities in all of the service lines across the Agency. Ms. Albert has been with Chartiers since 1991.
